Blaine D. McIlwaine
Blaine D. (Mac) McIlwaine retired in 1999 as a Supervisory Special
Agent with the FBI. His 30 year tenure with the FBI included a wide variety of
investigative matters. Today he is a consultant and analyst in the area of
crimes of violence including case review, investigative strategy, interview and
interrogation and criminal personality profiling.
Mr. McIlwaine has
conducted over 580 polygraph examinations in the area of violent crime
investigations and personnel screening matters for the FBI and other U.S. and
local law enforcement agencies. He continues to provide polygraph consulting
services to the private and public sector.
While assigned to the FBI
National Center for the Analysis of Violent Crimes, Quantico, Virginia, Mr.
McIlwaine consulted on a national level with law enforcement jurisdictions on
violent crime investigations and conducted on-site training for law enforcement
in Basic and Advanced Homicide Investigations, Criminal Personality Profiling
and Crimes Against Children. As an FBI profiler, he reviewed submitted cases of
homicide and serial sexual assault for development of a 'profile' of the
offender to assist law enforcement in case solutions.
In addition to
investigating violent crimes on the various Native American Indian
Reservations, Mr. McIlwaine investigated cases of Indian educators involved in
pedophile activity with students.
Mr. McIlwaine holds a Masters of
Science Degree from Northern Arizona University. He has had extensive training
within the FBI and other noted U.S. universities. He has the following

Under the auspices of the University of Pennsylvania, Mr. McIlwaine
conducted research and interviews of incarcerated serial offenders. The
research project was later published in a book entitled, "Sexual Homicide
Patterns and Motives".
Since 1990, Mr. McIlwaine has traveled extensively across the U.S.
lecturing and providing on-site training to educators, prosecutors and law
enforcement personnel on violent crimes and offenders.
